Dawn native/wire: Add experimental subgroup limits This CL add the experimental subgroup limits by introducing a new structure DawnExperimentalSubgroupLimits chained after SupportedLimits. The structure can be used for querying adapter or device limits, and the result would be WGPU_LIMIT_U32_UNDEFINED if AllowUnsafeAPI is not enabled.
