[spirv] Make Literal a type This allows us to enforce that an operand must be a literal using the intrinsics definitions. Prior to this change, a regular u32 constant could be used instead of a literal without causing Tint validation failures, which in turn would produce hard-to-debug errors in the generated SPIR-V. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
