[fuzz] Add experiment mode to fuzz tool Adds in a new flag, -experiment, to ./tools/run fuzz that runs a benchmarking experiment for fuzzers based on a supplied JSON config file. The results of this operation will be processed by a separate analysis/report mode which will be added in a follow on CL. Full documentation of how to use the flag, i.e. the JSON format and details of how to chain modes together, will be added in a follow on CL once the implementation is finalized. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
