Remove direct usage of Slice from lang/core/ir This has a large amount of knock on into other directories that reference Core IR. This CL removes explicitly creating Slices, though for Vector conversions it does use an implicit trampoline through Slice, because I was having significant issues with getting C++ template resolution to behave. Specifically the resolution order of rvalue vs lvalue types behaves in a non-obvious way to me. The long term expectation would be when Slice gets removed this trampolining would go away. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
