[infra] Cleanup/modernize PRESUBMIT.py Since I am working on adding a new check to this file, decided to do some housekeeping beforehand. Added some missing documentation to functions. Switched over to using the '2.0.0' version of the presubmit infra, which means that functions of the form CheckXXX are automatically run on commit and upload, so don't need to be explicitly called. So the 'common' check function can just be the canned check that are desired. Used list comprehensions, and more modern iteration options to make some of the code more terse. Intentionally avoided using comprehensions in some places with nested iterations, since though technically feasible to do, it makes very unreadable code. Confirmed that the file only used features available in 3.8. From what I can tell depot_tools ships/uses 3.11, though I have previously seen issues with bots only having 3.9 available. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
