OpenGL: clean up firstInstance handling. Now that we're offsetting instanceID by firstInstance via a shader transform, we can retire the use of glDrawArraysInstancedBaseInstance[ANGLE]. These are unsupported on native ES 3.1 drivers. Also skip some tests if IsCompatibilityMode() for things that are expected to fail in Compat (per-draw-buffer blend state). Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
