Updated expectations:
- dawn prohibits copying to textures in certain tier1 formats, when it
should allow it
- Skip webgpu:web_platform test because they generate so much output it
causes timeouts.
- mark webgpu:api tests as Failure
- mac AMD fails on certain textureLoad cases with depth24plus-stencil8 format
- skip two test groups for Pixel 4 because they are flaky and can timeout
- suppress flaky FXC compiler crashes on shader validation of
add/sub/mul expressions

Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
