Add fake Chromium DEPS entry Adds a fake Chromium DEPS entry which will never actually be pulled in. This is the same workaround that ANGLE uses to get Skia autorollers to work with the Chromium -> ANGLE DEPS roller since autorollers need to be set up to watch a particular dependency. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
