[bindless][wire] Implement ResourceTable in the wire - Add client-side tracking for ResourceTable mutators using the Queue's last/completed submit indices. - Update/RemoveBinding have custom commands that don't return a wgpu::Status and instead the server checks that the client only sends commands that will result in successful Update/RemoveBinding calls on the server side. - Add support for ResourceTableLimits in the client and the server. - Move the logic to lazily create the queue on the client::Device to a new GetQueue getter that's used by the ResourceTable and APIGetQueue where lazy creation used to happen. - Enables all the ResourceTable on the wire. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
