[dawn] Make sure to wait for callbacks before setting logging callback. - Since we still currently support overriding the logging callback on the device dynamically, we need to ensure that it is safe. If we don't wait for all callbacks to finish we could potentially free the callback while another thread is in the middle of calling it. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
