[ir] Decompose vec2<f16> and vec4<f16> to u16 base type SmallestElementSize now returns 2 for vec2<f16> and vec4<f16>, making SetBaseEleType use u16 instead of u32/vec2u to improve performance for ORT models. This commit also updates some test expectations for Storage_AccessU32_StoreVec2h/Storage_AccessU32_StoreVec4h and renames duplicate tests for clarity. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
