[ir] Skip unused workgroup array loads from phony assignments Avoid generating expensive loop-based helpers for workgroup array loads with no consumers, as they typically come from WGSL phony assignments (`_ = workgroup_array_var;`). The variable remains in root block scope to keep groupshared declarations intact. This change fixes maxComputeWorkgroupStorageSize tests timeout issue on Intel UHD 770 (Windows 10). Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
