Tidy wasm/node build config, add development tips docs
- Make the build config consistent between Wasm and Node builds:
- Default the GN args based on the .gclient setting
- But still controllable separately in args.gn
- Add development tips doc
- Create a "maximal" .gclient and args.gn meant for Dawn developers to
use locally.
- Add missing note about possible cross-compilation issues.

Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
