[utils] Revert flag style from -Xclang= to -Xclang The -Xclang= style is mishandled by Clang-Tidy, so we can't use it. (It causes Clang-Tidy to fail because it can't find the plugin.) Remove some other -Xclang flags because they don't seem to be necessary. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
