[gen] Make the native structs use the common templates. - This change makes the native structs use the common struct templates for code generation. - Some minor capabilities are added like equality operators to the templates in order to satisfy the current native code. Also adds back support for spanification blocklist because there are still some cases in native that need it. - Updates the wire to unify naming of FreeMember functions but continue providing an alias for easier template code use. - Updates the remaining areas in native that can now use the spanified fixed-extent spans. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
