[test] Update VideoViewTests_gbm include ordering.

- This fixes the include ordering to match with other instances of
  using VulkanBackend.h like AdapterEnumerationTests.cpp to avoid
  compilation errors as a result of some X11 related defines for
  common names, i.e. Always.
