[tint][msl] Use immediates for buffer size metadata Replace the MSL writer uniform metadata path with immediate data. Let Dawn and the standalone callers request storage buffer size allocation through a reflected writer option, retaining the existing transform order. Keep constant buffer length lowering independent of metadata allocation. Cover caller-selected layouts, zero offsets, and missing offsets.
