[dawn] Templatize the ErrorSink::ConsumedError methods. Setup the `ErrorSink::ConsumedError` methods to take either type of error (`MaybeError/MaybeValError`, `ResultOrError<T>/ResultOrValError<T>` but adding templates and requires. This does mean that auto-conversion at the call site does not happen from the original `std::unique_ptr<InternalError>` type, so places where a raw unique_ptr was provided are wrapped in the necessary `Maybe` or `Result` constructions which would have happened implicitly.
