[spirv-reader][ir] Fix premerge calculation. When determining the premerge block for an `if` instruction, make sure we don't select a walk stop block (like a `merge` instruction). This block can't be a premerge block as it has to come after the `if` merge block itself. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
