[dawn] Fix inconsistent parameter names in .h vs .cpp
Fix instances of the readability-inconsistent-declaration-parameter-name
check in Dawn (but not in Tint and not in implementations of webgpu.h
for now). Unfortunately it doesn't usually generate a fixit, so these
are done by hand. Note also there's a Strict option, but we don't use it
because the default is much quieter and good enough ("One name is also
allowed to be a case-insensitive prefix/suffix of the other.").
Fixes a number of parameter order/name errors (but audited usages, and
fortunately didn't find any actual bugs). These are quite bad. In some
cases this should be caught by bugprone-easily-swappable-parameters,
which I also upgraded to P1, however we'll have to see how to use it:
- It fails to trigger on at least one of the instances here. I've added
an item to bug 501491694 to track this.
- It doesn't have an option to suppress the warning using argument name
comments, which can be checked by bugprone-argument-comment.
This is pre-work for fixing the (related) bugprone-argument-comment.

Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
