[cts]: Generate the case cache on CTS roll Instead of each test of the CTS. The cache .json files are packed into a new './webgpu-cts/cache.tar.gz' binary file. The generation of the cache is parallelized to the number of CPUs on the machine. This requires the CTS CL: https://github.com/gpuweb/cts/commit/4619a2b1936f2ae34f7de4a028324bc60ed31670 Added a new tool: `./tools/run cts build-cache` to locally re-build the cache file and list. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
