[hlsl][ir] Skip promoting lets to lets In the `PromoteInitializers` transform, if a let is used as a value, we may determine that the value needs to be hoisted to a new let. But, this ends up just creating a let of a let. Skip creating the duplicate let in this case. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
